A Dumbarton sheltered housing complex has been served with an improvement notice after failing to meet key requirements.

The Care Inspectorate made the document public on August 29, with Cornerstone Baxter View on Garshake Road informed that it risks having its "registration cancelled" if does not fulfil key aims.

Back in February, the facility was rated "weak" across four areas, including concerns being raised about the staff's ability to "keep residents safe".

Inspectors found that there were issues with staff not seeking medical advice following some accidents and incidents, meaning residents didn’t receive the appropriate care.

Issues with a lack of meetings with staff to feedback on areas for improvement were also raised, with an interim manager brought in to address complaints raised.

Operated by Cornerstone Community Care, a national organisation, which is a registered charity, the service also faced backlash in May after a whistleblower highlighted concerns over thefts and a cyber attack.

This led to bosses saying they were "committed" to improvements.

Now, the complex is under scrutiny again after a notice was served last month.

The Care Inspectorate outlined their concerns in the document and made clear what needs to improve by the end of this year, saying: "By October 28 2024, in order to protect the health, welfare and safety of service users, you must ensure that all personal plans are up-to-date and include supporting risk assessments and support plans."

It is noted that it must "demonstrate that the service user’s view, and/or the view of their representatives, make sure they obtained in the preparation and review of their personal plan, ensure that a service user’s needs are assessed on a regular basis with action taken to ensure changes in their needs are appropriately supported."

The service must also "accurately reflect the service user’s assessed current health and care needs with priority given to their communication, and stress and distress behaviours and reflect a service user’s experience through the recording of their basic care needs and ensure that changes or concerns are timeously addressed by support staff."

It is also stated that "By November 11, 2024, the service must ensure that, where a service user’s independence and choice is restricted, this is justified, is the least restrictive form of intervention and is carried out sensitively."

Another improvement that must be made is that "staff who deliver care and support must have the skills and experience required to meet service users’ health, welfare and safety needs".

This requirement must be met by November 25, 2024.

They also note that the complex "must ensure that service users experience care which is well managed and led and which results in positive outcomes for service users through a culture of continuous improvement and transparent quality assurance processes."

This must also be fulfilled on November 25.
